The father of a baby who was left home alone to die by his mother says his son was abandoned by the agencies caring for him.

Stacey Davis, 35, from Melksham, Wiltshire, was jailed for child cruelty after her one-year-old son, Ethan, died with a fractured skull after going to wash his car.

Ethan’s father, Luke Turvey, 37, and his family have now said he has been abandoned by the multiple agencies involved in his care.

A Serious Case Review (SCR) released in 2019 also reveals that authorities did not take the father’s concerns seriously enough.

It says the agencies involved in the case of Ethan – named ‘Child K’ – included GPs, midwives, health visitors, mental health workers, accident personnel and emergency, paediatricians, neonatal intensive care staff, police, social services and family court.

The SCR detailed how Davis’ family members alleged she “didn’t bond with Child K, expressed the view that she ‘hates’ Child K.”

It also says they reported she had previously ‘wished he was dead instead of the family dog’ – which the report says she denied.

Luke had an on-and-off relationship with Davis, but claims he kept coming back because she threatened to take her child away from him.

The review said that due to the nature of their relationship, he would have been unaware of the issues Ethan was having with his mother.

The report revealed that Father Luke was often ignored by authorities – even after suffering a broken nose, allegedly inflicted by Stacey.

The SCR said there was little information, from any agencies involved with the family, about Mr. Turvey, his relationship with Ethan and his role in Ethan’s care.

The review found that ‘generally there was a lack of consideration for the father, as all the attention was centered on the mother’

He states: “Mr. KF was not made aware of the domestic assault and throughout this case there is little information, from any agencies involved in the family, about Mr. KF, his relationship with Child K and his role in the care of Child K.

“Although there may be practical difficulties, in this case there seems to be a general lack of curiosity about Mr KF, the parents’ relationship and in particular what it means for the child. child K, for example, reports refer to “parental custody” even when they were no longer together. Luke thinks social workers were understandably against him – assuming he was the abuser because he was a man.

He said: “I think they let Ethan and our family down because of the way we were treated and how it was assumed it was me because I’m the man.

“It was like they assumed it was me from the get-go because I’m a man and he’s usually a man.

“Social services should have investigated all the allegations made against her, rather than ignoring them.

“They should have talked to me more, but they did everything through her.

“At first I wasn’t even involved – even with the nurse, they almost fired you.

“They would come and tell me about missed doctor’s appointments, but obviously everything was in his name and everything was in letter form.

“I didn’t live there, how would I know? If she didn’t tell me there was a date, I wouldn’t know.

“Everyone who has dealt with this has said sorry – the police for example – but still no apology from social services because they know they really messed up.”

Davis, from Melksham, Wiltshire, was jailed for two years after admitting leaving Ethan at home.

The family wanted a five-year prison sentence – because that’s their son’s age

The family, including his grandmother Lorraine Turvey, said social services ignored their warnings and Ethan’s death could have been avoided.

Ethan was rushed to hospital on June 27, 2018 and pronounced dead a short time later.

A post-mortem examination revealed that Ethan had a 15cm skull fracture and had high levels of cannabis in his hair.

Responding to the family’s allegations, Cllr Laura Mayes, Cabinet Member for Children’s Services, said: ‘This remains a tragic situation and our thoughts are with the family.

“The Serious Case Review was published in 2019 following the death of a one-year-old child in 2018.

“This review has provided important system insights into how we understand and manage risks for young children.

“As with all learning-to-do reviews, we have taken the recommendations forward and implemented them into current practice.”
